What the consultation is

We’re consulting our tenants on our priorities for spending council housing rent.

The consultation is anonymous and no-one can be identified by any data provided.

Why we’re consulting

Every year we ask our tenants for their views on the rent they pay.

Last year, we consulted on planned rent increases in 2025, 2026 and 2027.

Rent increases were agreed and we’re planning to increase rent by 7.5% from April 2026.

The amount of rental income we generate directly affects the amount of money we can spend on housing services.

We want to get the views of our tenants on what our priorities should be for the income from their rent so we're spending it on the things that matter most.

This consultation is about priorities for spending council housing rent and there is a different survey later this year measuring satisfaction with all our housing services.

Consultation outcome

We asked our council housing tenants to choose which of our 7 housing service priorities matter most to them.

Responses to the surveys told us:

  • carrying out repairs and maintenance to council homes is the main priority (ranked first choice for 42.34% and second choice for 26.62%)
  • spending money on home improvements like bathrooms, kitchens, and roofs is the next most important priority (first choice for 21.77% and second choice for 27.02%)
  • making more homes available by reletting them quickly when they become vacant was the third most important priority (first choice for 11.29% and second choice for 15.32%)
  • regenerating housing areas by demolishing older properties, building new ones, and improving existing homes was fourth highest (first choice for 9.27% and second choice for 6.85%)
  • focusing on energy efficiency measures like wall insulation and heating systems to reduce energy bills and future proof homes was fifth highest (first choice for 6.85% and second choice for 11.29%)
  • building new council houses to provide affordable, modern, warm, and welcoming homes was rated sixth most important (first choice for 6.05% and second choice for 9.27%)
  • doing environmental improvements like clearing overgrown bushes and rubbish in the grounds and open spaces around council housing was rated seventh (first choice for 2.42% and second choice for 3.63% second choice.

These findings were included in the housing budget setting report considered by the council on 26 February 2026.

We also asked for other priorities tenants feel we should consider and this provided a wide range of feedback.

Housing Services teams will consider this in more detail alongside insight from a tenant satisfaction survey later this year, as we continue to focus on housing services which meet the needs of our tenants.
