Regeneration and renewal plans
Moorpark is one of the eight areas covered by our Housing-led Renewal and Regeneration Programme. You can see a map showing which addresses are covered by the programme below:
Moorpark is centrally located and very well connected with good access to facilities, and strong community networks in the area. The boundary approved for the Moorpark regeneration area has a total of 317 properties, built between the 1930s and the 1950s, and includes 170 council and 147 private properties.
The streets covered by this area include:
- Barclay Square
- Birmingham Road
- Jessiman Square
- Knockhill Road
- Mitchell Avenue
- 168-170, 200-208, 214, 220-224, 236, 242 and 248-254 Paisley Road
It has been agreed all properties in this area be retained and improved, subject to owner agreement. This will make those homes more energy-efficient and help keep fuel bills down. The investment will include:
- new roofs, including new roof trims, gutters and rainwater pipes, and the addition of solar panels;
- external wall insulation;
- new close doors, repainted closes and repairs to stair treads;
- new TV aerials;
- (in some cases) new windows;
There will also be improvements to outdoor and common areas such as closes, back courts, bin stores and recycling facilities. We may also be able to make some improvements to the inside of council properties if they are vacant between tenancies.
Next steps and timeline
The estimated programme of works is as follows:
- 2023 - work continues to develop the detail of the planned improvements to properties. We will also be working on consolidating ownership (ie, bringing flats within blocks earmarked for improvements into council ownership), while looking into how we will support owners to take part in improvement contracts;
- Summer 2025 - work starts to improve existing properties and outdoor areas (as described above). We expect it will take around two years to complete this;
- By 2027 - we expect all work to be complete.
Please note, as this is a long-term project, the timelines could be liable to change.
Officers will work with owners to offer a range of options to encourage participation in the investment programme. Where full agreement to participate cannot be gained, we will consider work that would enhance the look and quality of the buildings at a level that allows private owners to participate.
We will also be working with all residents over the years ahead on a neighbourhood plan for the area, to capture your views on the issues affecting the wider area, what you would like to see changed or improved, and how we and our partners can work together to deliver on that.
