What the Local Heat and Energy Efficiency Strategy (LHEES) is, why we need one and our delivery plan.

What is the Local Heat and Energy Efficiency Strategy

The Scottish Government passed the Local Heat and Energy Efficiency Strategies (Scotland) Order in May 2022.

This requires all councils to publish a Local Heat and Energy Efficiency Strategy (LHEES).

Our strategy sets out a long-term approach for the area to improve domestic, non-domestic and public buildings' energy efficiency and change to climate friendly heating.

We've developed our strategy in partnership with local, regional and national organisations to:

  • help owners make their buildings more environmentally friendly to meet national targets and achieve net zero emissions
  • identify strategic heat decarbonisation zones and ways to reduce building emissions in each zone
  • prioritise areas for delivery.

We are also developing a Delivery Plan with our stakeholders to help businesses, organisations, communities, and homeowners take action.
