How you should be able to use this website

We want as many people as possible to be able to use this website. You should be able to:

• change colours, contrast levels and fonts using browser or device settings
• zoom in up to 400% without the text spilling off the screen
• navigate most of the website using a keyboard or speech recognition software
• listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We also make the website text as simple as possible to understand.

Technical information about this website's accessibility

Renfrewshire Council is committed to making its websites accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. 

Compliance status

This website is currently partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below. 

Tables without scopes

Some tables do not have scope attributes assigned to their headers, so screen reader users will not be able to fully understand the relationship between data cells and headers. This fails WCAG 2.2 success criterion 1.3.1 Info and Relationships.

Instead of using the WYSIWYG editor to add tables, we'll use a Table drag-and-drop component and make sure the scope attributes are assigned to their headers. This will be fixed by 29 August 2025.

Input fields that are not sufficiently distinct

Input fields that live inside the filter section do not have enough visual distinction, so users with low vision may struggle to perceive and interact with them. This fails WCAG 2.2 success criterion 1.4.11 Non-text Contrast, WCAG 2.2 success criterion 1.4.1 Use of Colour, and WCAG 2.2 success criterion 1.3.1 Info and Relationships.

We will review each input field and implement enough visual distinction by 29 August 2025.

Checkbox descriptions with insufficient colour contrast

Some checkbox descriptions in the global search do not have sufficient colour contrast, so users with visual impairments may not be able to read the labels clearly. This fails WCAG 2.1 success criterion 1.4.3 Contrast (Minimum).

We will review each checkbox description and implement sufficient colour contrasts by 29 August 2025.

Non-accessibility content

Many documents are in non-HTML formats, for example PDF. They are not accessible in a number of ways including missing text alternatives and missing document structure.

Content that's not within the scope of the accessibility regulations

PDFs and other documents

Some of our PDFs and other documents are essential for providing and using our services. For example, we have PDFs with information on how users can access our services. 

If not eligible for exemptions, any new PDFs or documents published on renfrewshire.gov.uk will be checked against accessibility standards.

For existing PDFs, we replace non-accessible PDFs with accessible HTML pages as part of our content plan to migrate to a new renfrewshire.gov.uk. 

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they're not essential to providing our services.

Maps

We do not audit these for accessibility as we do not provide maps for navigational purposes, and therefore these maps are exempt from the accessibility regulations.

What we're doing to improve accessibility

We have developed a Digital Experience vision and launched a new Renfrewshire.gov.uk on 9 July 2025.

The new Renfrewshire.gov.uk will run alongside the old website until August 2026, when all content has been rewritten and moved to the new website

As part of the roll-out of the new renfrewshire.gov.uk, existing accessibility issues have been fixed.

This new website is supported by a new Content Management System (Drupal) and a design system. The design system includes a library of web components that have been designed and built with accessibility as a core focus. We'll use Figma, Chromatic and other tools to ensure the design system follows accessibility standards.

We have increased capacity in the Digital Experience team to implement new approaches to accessibility across our websites. For example, the team has already published guidelines on accessibility and content writing, including guidance on the use of PDF and other documents online.

Preparation of this accessibility statement

This statement was prepared in July 2025.

This website was tested twice to the WCAG 2.2 AA standards in July 2025, prior to the launch of the new website.

The test was carried out by Renfrewshire Council. We tested 10 pages across the website, including:

• Consultations index
• Consultation page
• Publication page
• Person page
• Group page
• News index page
• News article.

The pages were tested using a combination of manual and automated testing tools, including:

• axe DevTools
• Google Lighthouse

• WAVE
• Chromatic.
