What the Community Learning and Development Plan is

Local authorities must consult on and publish a plan every 3 years to set out the delivery of Community Learning and Development (CLD) activities in the area.

The plan aims to enable people and communities to help shape learning and development at all stages of life, and in ways that suit a person's needs.

This is based on an assessment of needs, including analysis of data and consultation and engagement with service users and communities.

The plan must outline what activity will be provided by the council and our partners, and any unmet CLD needs within the 3-year period.

It also places an obligation on the council to ensure that:

  • communities have access to the CLD support they need
  • communities are enabled to express their needs for CLD provision
  • Community Planning Partnerships, local authorities and public service providers more generally respond appropriately to the expectations set out by CLD Strategic Guidance.

Our Community Learning and Development Plan and priorities

See a draft of our Community Learning and Development Plan for 2024 to 2027, which was approved by the council's Communities and Housing Policy Board in August 2024.

Based on engagement activity and data about Renfrewshire, we have developed a plan with 12 priorities aligned to the 4 themes in Renfrewshire's Community Plan: Thriving, Well, Fair and Safe.

Our CLD Thriving priorities are:

  • supporting communities to engage and participate in community regeneration
  • helping citizens develop skills for work and life
  • contributing to Community Wealth Building in Renfrewshire
  • providing opportunities for volunteering.

Our CLD Well priorities are:

  • create and support opportunities for citizens to make positive connections within and across communities
  • help build cultural capacity by facilitating and increasing access to arts and cultural opportunities
  • promote and facilitate access to nature, green spaces and outdoor activities.

Our CLD Fair priorities are:

  • promoting equity and equality in access to learning opportunities
  • providing mechanisms for citizens to contribute to decision-making
  • delivering targeted support to address disadvantage in our communities.

Our CLD Safe priorities are:

  • providing safe spaces for the delivery of CLD activity
  • giving people the skills to help them make safe and informed choices.

The plan has a fifth theme, which is about Strengthening our Partnership. This will outline our governance, delivery of the strategy, and how we will support and develop our workforce.

You can return the form to us by email to communityplanning@renfrewshire.gov.uk.

The deadline to return your form to us is Tuesday 1 October 2024.


What happens next

We'll use the feedback we receive to inform the final Community Learning and Development Plan for 2024 to 2027.

The final plan, including any comments or changes we receive, will be brought to the Communities and Housing Policy Board for approval on 29 October 2024.
