The Blue Badge Scheme

This Scheme provides a national arrangement of parking concessions for people with disabilities who travel either as drivers or passengers.
How do I qualify for a Blue Badge?
You must meet one of the following conditions which automatically entitles you to qualify:
- Receive the high rate of the mobility component of the Disability Living Allowance
- Receive a War Pensioner's Mobility Supplement
- Use a motor vehicle supplied for disabled people by a Government Health Department
- Are registered blind
- Have a severe disability in both upper limbs, regularly drive a motor vehicle but are unable to turn the steering wheel of a motor vehicle by hand even if that wheel is fitted with a turning knob
- Receive Attendance Allowance
- Are aged 80 or over with health problems, such as a heart condition, arthritis, stroke, Parkinsons disease or dementia
- Have a terminal illness/cancer
Discretionary conditions
You have a permanent and substantial disability which means you are unable to walk, or have considerable difficulty in walking. In this case you may be asked to answer a series of questions to help us determine if you are eligible for a Badge.
Under this category you may be asked to:
- provide information about your medical condition and/or
- undergo an assessment.
To apply for a new Blue Badge or renew your existing badge, please call our Customer Contact Centre on 0141 842 4455.
An adviser will help you to complete an application form over the phone. If you meet the conditions to be automatically awarded a Blue Badge, we will make an appointment for you to visit our Customer Service Centre in Renfrewshire House, Council Headquarters, Paisley, to process your application.
If you do not meet the conditions to be automatically awarded a Blue Badge, we will book an appointment for you at our occupational therapy unit in the Mile End Centre for a mobility assessment.
If you would rather visit us to complete your application form, call our Customer Contact Centre on 0141 842 4455 and we will make an appointment for you to visit our Customer Service Centre.

If you are applying for a Blue Badge for the first time, complete the online form below. Once we recieve it, we will contact you to make an appointment.
If you are renewing your Blue Badge, you can download the pdf version of the form below, complete it and send it to:

Once we recieve it, we will contact you to make an appointment.
If you have lost or had your Blue Badge stolen, you can complete the online form below. Once we receive it, we will contact you to make an appoinment. A duplicate badge will not be issued until 4 weeks have elapsed following the receipt of this application. This is to allow for the possibility of the original badge being found and returned. If we have no record of previously issuing a badge, then the request for a duplicate badge will be treated as a new application.

What do I need to bring with me to my appointment?
If you have an appointment at the Customer Service Centre, you will need to bring the following with you:
- 1 passport size photograph
- A copy of your award letter showing that you are in receipt of Mobility Allowance, the Higher Rate of Mobility Component of the Disability Living Allowance or Attendance Allowance. If you don’t have a copy of your award letter, you can obtain a copy from the Department for Work and Pensions by phoning 08457 123456.
- 1 passport size photograph
- Any relevant information to support your application.
