Johnstone South West Community Growth Area

The Glasgow and the Clyde Valley Structure Plan 2006 became operational on 29 April 2008.

The Plan identifies a number of locations, referred to as Community Growth Areas, throughout the Structure Plan area for new Greenfield housing development to meet a demand for 19000 new private sector dwellings, to be released during the period 2011 to 2018. Included in the list of locations are two within Renfrewshire: ROF Bishopton - target 2500 dwellings (which has recently been subject to an outline planning application); and Johnstone South West - target 500 dwellings.

The Structure Plan does not define boundaries for the Community Growth Area at Johnstone South West, and it is for this council as local planning authority to bring forward the specific land to be developed to meet the requirements identified in the Structure Plan.

The council envisages that a two–stage procedure is required to release the land at Johnstone South West. Firstly, a site selection exercise is required. This will examine the 'location' of South West Johnstone, and by application of known constraints and other criteria including those set out in the Structure Plan, will determine the most appropriate land for development. The outcome of the 'Site Selection Exercise' will be subject to a period of public consultation. Following final approval of the specific land area to be released, the second stage will consist of the preparation of a masterplan to guide the form of the detailed development proposals for the land.

The council has started work on the first stage in this process and it is expected that consultation with the public will take place in late 2009/early 2010 on the findings of the site identification exercise.

As required under the Environmental Assessment (Scotland) Act 2005, Renfrewshire Council has, in consultation with the Scottish Environmental Protection Agency, Scottish Natural Heritage and Historic Scotland, reviewed the likely significant environmental effects of the proposed Johnstone South West Community Growth Area – Site Selection Exercise and has determined that a Strategic Environmental Assessment is required.
