Mary Crearie - Director of Housing and Property Services
The department is organised into three divisions:
The services delivered by Housing and Property Services include:
- Strategic housing planning and homelessness services
- Private sector housing assistance
- The management and maintenance of around 13,000 council homes, including repairs and improvements, rent collection, allocations, tenancy management, housing support and estate management services
- Property maintenance services for council housing and public buildings
- Property valuation, building design, contract management, and asset and energy management services on behalf of Council departments

Eileen MacLean - Head of Housing Services

- Effectively maintaining housing waiting list, and ensuring that available houses are let quickly and efficiently to minimise the loss of rental income
- Allocating council houses and nominating applicants to housing associations
- Providing effective and best practice estate management services, which whilst ensuring that the Council's landlord obligations are met, also meet the needs of its tenants
- Reducing the amount of rent arrears and former tenant arrears owed
- Providing a sheltered housing officer service to residents of Council-owned sheltered housing complexes
- Providing caretaking and concierge services within multi-storey and other flatted developments and launderettes
- Providing specialist services including providing advice and support to homeless or potentially homeless people - including arranging temporary and settled rehousing
- Gypsy traveller liaison
- Assessing future housing needs and ensuring that, as far as is reasonably practicable, appropriate provision is made to address them
- Supporting the development of policies and procedures required to deliver the department's statutory requirements
- Supporting the delivery of Best Value and continuous improvement
- Supporting the formation and operation of representative tenants' and residents' groups, liaising with them to ensure that our services meet their members' current and future needs, and supporting bids for external funding
- Supporting the development of services which meet customer needs
- Monitoring and reporting on departmental performance
- Promoting quality initiatives across the department
- Developing and delivering a Private Sector Housing Strategy - including a scheme of assistance for owners and coordinating the council's role within care and repair
- Administering grants for owners and managing accounts for owners involved in common works
- Developing and enhancing advice services for owners
- Developing and establishing proactive management services for owners of former council stock based to reduce levels of disrepair in common blocks
- Delivering services related to the attainment of the Scottish Housing Quality Standards by 2015, and maintaining the stock at that level thereafter

Technical Services provide a multi disciplinary design consultancy offering expert design and management services in accordance with to the Council's building portfolio:
- Architectural services
- Engineering services
- Surveying services
- Project management services
- Facilitating delivery of the Building Better Communities Programme and other Council building design and construction plans, strategies and projects
- Specialist services, including asbestos management
- Corporate asset management and master planning
- Property acquisitions and disposals
- Commercial portfolio management
- Revaluation services
- Energy and carbon management
- Statutory compliance

Finance and Building Services has distinct services which provide effective management of Council resources and assets:
Elaine Scott - Building Services Manager is responsible for:
Building Services
- Delivering a high quality and cost effective responsive repair and maintenance service and achievement of agreed service levels and performance
- Delivering a high quality and cost effective planned, programmed and capital works
Finance Services
- Develop and continually improve the financial management system and controls
- Providing managers throughout the department with information, support and assistance in relation to all budgeting and other financial managers
- Medium and long term financial planning
- Benchmarking/review of cost data to support value for money assessments
- Lead the service approach to risk management
- Ensuring the procurement of goods and services is properly managed with financial budgets met
- Provide an effective link between Housing and Property Services and Finance and Corporate Services to achieve corporate priorities.
