Registered Fines

These are fixed penalties usually relating to parking offences. The notice of penalty is usually issued by a traffic warden by fixing the notice to the offending vehicle. This requires the registered keeper of the vehicle to pay a fine of £30.00 within 21 days.
If the penalty is not paid, the Police will serve a notice on the registered keeper of the vehicle and allow him/her 28 days to sign a statutory statement of ownership. This statement allows the keeper of the vehicle to deny that he/she was the driver at the time. This statement will be returned to the Police together with a signed request by the person purporting to be the driver requesting a hearing.
If the registered keeper of the vehicle does not sign the statutory statement of ownership, he/she will then become liable for an amount one and half times the amount of the fixed penalty.
This is known as a registered fine and is registered with the District Court for the area in which the offender resides.
The Court will send you notice that a fine has been registered against you. You will be given a further 28 days to pay before the Court cites you to attend a means enquiry.
Within the 28 day period the offender can dispute the fine by completing in full a statutory declaration form. This needs to be signed on oath before a Justice of the Peace or Notary Public by the alleged offender.
