Under Section 50 of the Employment Rights Act 1996, panel members are entitled to reasonable time off, taking account of local circumstances and their individual employers' staffing needs. In reality, the vast majority of employers and panel members come to mutually suitable arrangements which work very well. Panel membership allows the development of valued skills which are viewed positively by many employers. Members of the children's panel are ineligible for jury service during their appointment.
The Scottish Government, in partnership with local authorities, provides and funds training for panel members to develop a variety of skills. This not only encourages personal development but also offers real advantages to employers. During the course of this training, panel members develop skills such as leadership, analytical thinking, influencing/negotiating, effective communication and decision making.
Employees who are members of panels also learn to absorb, critically analyse and consider large quantities of detailed information from the professional reports produced for hearings. They also develop teamworking skills as their experience builds.
Employers benefit by having their employees developed at no cost to them to become more confident and effective in almost any job they do. Supporting employees to volunteer, train and serve makes good business sense.
