Agendas and minutes of the meetings of the Community and Family Care Policy Board.

The following shall comprise the areas of responsibility of the Community and Family Care Policy Board:

A. Remit
B. General Delegations in relation to matters relevant to this board's remit:

1. To monitor the capital and revenue expenditure programmes and approve remedial action.

2. To determine property requirements.

3. To determine charges for services and, where appropriate, letting policies.

4. To determine requests for financial assistance.

5. To approve and oversee the annual service and/or business plan (i) for the social work department; (ii) for leisure centres and swimming pools, and (iii) for halls. community centres; libraries and other facilities for arts and culture within the education and leisure department.

6. To oversee (i) the organisation and management of the social work department, and of leisure centres and swimming pools and of halls, community centres, libraries and other facilities for arts and culture within the education and leisure department; and (ii) the establishment and training of their employees and to make such adjustments as are necessary within the Council’s personnel policies and subject to nationally agreed terms and conditions of employment.

7. Within the approved corporate framework, to decide on service packaging, service specifications, selection of tenderers, awarding of contracts, monitoring of contract performance and to undertake any other task relevant to filling the client role within the responsibility of this board.

8. To accept tenders for previously approved projects.

9. To oversee health and safety matters.

10. To grant authority to members to attend seminars, conferences and other visits.

11. To make and review byelaws or management rules.

12. To write off deficiencies or bring into charge surplus stocks and stores.

13. To approve where required the Council’s response to consultation papers which are within the Board’s terms of reference.

14. To refer issues relative to the operaton of this Board to one or more of the Local Area Committees for their consideration/and or comment.

15. To consider issues referred to this Board by one or more of the Local Area Committees.

C. Specific Delegations

Social Work

16. To develop, determine and monitor the Council's policies in relation to community and family care.

17. To exercise the functions of the Council as social work authority including its functions in relation to children and families, criminal justice social work services, and community care.

18. To develop and review the following matters:

(a) the impact of poverty and deprivation on service developments;
(b) the provision of information and advice about money matters; and
(c) the adoption of a community development approach to service delivery.

19. To approve commissioning and contract strategies and grants to other agencies.

20. To exercise the functions of the Council relating to child care.

21. To develop and review services relating to children and young people.

22. To determine policy matters relating to adoption, fostering and children with special needs.

23. To develop and review plans, policies and services in respect of the needs of children and young people.

24. To determine the future residential provision in respect of children and young people.

25. To oversee matters relating to voluntary homes and residential schools maintained in respect of children and young people.

26. To exercise the functions of the Council in respect of the transfer of parental responsibilities and rights to the authority.

27. To exercise the functions of the Council relating to community care, including:

(a) the provision of services to older people and those with dementia; people with mental illness; people with learning and physical disabilities; and people with addictions and HIV/AIDS; and
(b) securing the provision of community care services including home care, day care, respite care, residential and nursing home care, occupational therapy, supported accommodation and community alarms and any other relevant community care services.

28. To oversee the development of social work services relating to adults and older people.

29. To approve and oversee plans to cater for the needs of adults and older people.

30. To oversee matters relating to residential establishments and supported accommodation in respect of adults and older people.

31. To determine joint planning of services with the health board in all matters relating to care in the community, including the transfer of resources and the development of joint services.

32. To consider matters relative to the North Strathclyde Community Justice Authority.

33. To consider matters relative to the Renfrewshire Community Health Partnership

Sport, leisure and community facilities

34. To oversee the organisation and management of recreational, sporting and leisure activities

35. To oversee the promotion of recreational, sporting and leisure activities; and to liaise with other agencies in the promotion of recreational, sporting and leisure activities.

36. To oversee the organisation and management of leisure facilities, (other than educational establishments).

37. To oversee the organisation and management of community facilities including halls.

38. To oversee matters relative to the Clyde Muirshiel Park Joint Committee.

39. To oversee matters relative to Renfrewshire Leisure Limited.

Arts, culture and libraries

40. To oversee the organisation and management of services in relation to arts, culture and social activities including libraries, museums, art galleries
and art centres.

41. To oversee the promotion of arts and cultural activities, including the encouragement of festivals and other forms or entertainment; liaison with other agencies in the promotion of arts and cultural facilities.

North Strathclyde Community Justice Authority

42. To consider matters relative to the North Strathclyde Community Justice Authority.

Renfrewshire Community Health Partnership

43. To consider matters relative to the Renfrewshire Community Health Partnership.
