Appeals Board

The following shall comprise the areas of responsibility of the Appeals Board:
I. Personnel Appeals and Applied Conditions of Service
1. To determine relevant grievances and grading appeals by or on behalf of employees relating to their individual conditions of employment, or the application of those conditions, including grievances relating to the alteration of an individual employee's working arrangements.
2. To determine appeals arising under the Council's disciplinary procedure.
3. To determine appeals arising from termination of service or on the grounds of ill health or lack of capability.
4. To consider and make recommendations to the General Management Policy Board regarding submissions made by the trade unions concerning the personnel policies of the Council.
II. Bursaries and Endowments Appeals
5. To determine appeals relating to higher school bursaries and education maintenance allowances.
6. To determine appeals relating to education endowments.
III. Placing Requests and Exclusions Appeals
7. To determine appeals relating to:
(a) placing requests; and
(b) exclusions.
IV. Non-Domestic Rates Appeals
8. To determine appeals against the application of the Council's policy relating to the discretionary relief of rates.
9. To determine requests from sheriff officers for instructions to proceed with warrant sales relative to the recovery of non-domestic rates.
