You need a metal dealer's licence to carry on a business as a metal dealer which consists either wholly or partly of buying and selling for scrap any old, broken, worn out, defaced or partly manufactured articles made from metal.

What type of metal dealer licence do I need?
Metal Dealer If your turnover is less than £100,000 you require to apply for a metal dealers.
Metal Dealer Exemption A metal dealer whose turnover exceeds £100,000 can apply to the council for an exemption warrant in which case the provisions of the Act relating to the keeping of records and retention of metal do not apply. In this event, complete and send an application for a metal dealer's exemption warrant to the licensing section.

What criteria have to be met to apply for a licence?
There are no criteria to be met for this activity.

All applications made under the Civic Government (Scotland) Act 1982 must be considered within 3 months and a decision made within 6 months.

Who is consulted about my application?
A copy of your application will be sent to Strathclyde Police, Strathclyde Fire & Rescue, Environmental Services Department, Planning & Transport and, where the premises are within Paisley Town Centre, the Town Centre Manager. They will carry out their own investigations and report back to the licensing section. For exemption warrants, the application will be sent only to Strathclyde Police.

What happens if there if an objection or representation to my application?
If an objection or representation is received the application must be considered at a meeting of the Regulatory Functions Board. You will be formally cited to attend the meeting and a copy of the letter of objection or representation will be sent out to you with the citation letter.

What conditions are attached to my licence?
The conditions of licence can be downloaded here:
A copy of the conditions of licence for metal dealers will be issued to you if your licence is granted. The council requires all licenceholders to have a thorough understanding of these conditions and they should be kept as they form part of your licence. There are no conditions attached to the Exemption Warrant

How long does the licence last for?
Applications for the grant of a licence are generally granted for a period of one year. Applications to renew an existing licence are normally granted for a two year period. However for exemption warrants the licence is granted for a period of three years.
