The law changed in February 2008 and will be fully implemented on 1 September 2009 when the Licensing (Scotland) Act 2005 comes into force.
The 2005 Act will modernise the liquor licensing system allowing more flexibility for the licensed trade while giving extensive enforcement powers to the Board.
The transitional period runs from 1 February 2008 until 1 September 2009. To ensure a controlled flow of applications, all existing licensees must apply for their new licence according to the month of the quarterly meeting in which the existing licence is due to expire. (The year of expiry doesn't matter.)
This table shows the last date that you can lodge your application for renewal during the transitional period. However, applications can be applied for from 1 February 2008.

Registered clubs or 'members clubs' will no longer apply to the Sheriff Court for their 'Certificate of Registration of a Club'. In terms of the 2005 Act, all clubs need to make an application for a premises licence to the licensing board. The last lodging date for clubs to make their application is set by the local licensing board. Renfrewshire Licensing Board have set this date as 16 January 2009.
