Children's Panel

The Children's Panel is made up of volunteer members of the public, aged over 18, to hear cases involving children who are in trouble or need protection and have been referred to the children's hearing system.

A children's hearing consists of three panel members with both genders represented at each hearing.

The Children's Panel Advisory Committee (CPAC) is responsible for the recruitment, selection and monitoring of Children's Panel members.

From time to time, the Advisory Committee recruits new Children's Panel members from the local area. No special qualifications are required - just common sense, an ability to listen, and to have the best interests of the child in mind. A full training programme is provided. In addition, there are regular meetings, which provide the opportunity to meet colleagues and exchange views and ideas as well as learn from a variety of speakers.

Being a panel member can sometimes be difficult, but is very rewarding. A reasonable amount of time committed to panel duties is expected - not always easy when you have other commitments, but it can be done. Members sit on hearings at least once every two weeks. Hearings are generally held in the morning or afternoon, so daytime availability is essential.

If you work, we suggest you speak to your employer before applying to become a member of the Children's Panel. There is a legal right to reasonable time off to perform panel duties, although you should discuss possible membership and its implications with your employer. You are also entitled to out of pocket expenses and loss of earnings allowance.
