What is measured?
The performance indicator's below deals with aspects of the council's duty in relation to the current homelessness legislation.
Performance Indicator (A) shows the efficiency of the council's assessment and notification processes following an applicant's initial presentation; the proportion of those for which the council recognised a duty to secure permanent accommodation that it was successful in housing; and the effectiveness of the council's actions in the discharge of its duty for each group.
Indicator (B) looks at the sustainability of lets which commenced during the previous year for homeless people for whom the council provided permanent accommodation.
How are we doing?
Our performance for homelessness declined between 2009/2010 and 2010/2011.

Statutory Performance Indicator (B): Homelessness
The proportion of those provided with permanent accommodation in council stock who maintained their tenancy for at least 12 months

The level of homelessness that councils have to deal with is less than the actual level of homelessness because of under-reporting. Recent government initiatives to improve the rights of homeless people and to provide them with greater access to services may be expected to lead to an increase in recorded homelessness applications over the next year or two.
More support related measures are now put in place for homeless applicants before they are offered a tenancy.
What factors influenced our performance?
The ability of the council to improve both efficiency and their effectiveness is affected by the availability of appropriate accommodation.
What are we doing to improve our performance?
We have reduced the use of bed and breakfast accommodation which has created more stability for our clients which has reduced the number of applicants losing contact with our service who would subsequently present again and have to be reassessed.
We have increased the range of supported accommodation to take account of our clients individual issues and support needs which has had an impact on the number of applicants having to be reassessed.
We have changed the criteria for accessing our deposit guarantee to include a much wider client group and now offer this as another housing option to homeless clients.
