What is measured?
Performance indicator (A) reflects the extent to which the council has been successful in meeting the requirement of Part 3 of the Disability Discrimination Act 1995 to facilitate access to its buildings for disabled people for the purpose of service delivery. The council is responsible for taking action on physical features of a building that make it difficult for disabled people. The indicator excludes schools and educational establishments because these are subject to measurement under separate Scottish legislation.
Indicator (B) measures the extent to which the council's properties are maintained in a reasonable condition and are suitable for the service provided.
Gross internal floor area is the total internal floor surface area within the external walls. It includes space in cupboards, toilets and cloakrooms and so on.
Operational accommodation is all property used for the delivery of services. It includes schools and temporary buildings, but excludes council houses for rent and properties available for let.
Indicator (C) details the total running costs for operational council properties per square metre.
How are we doing?
Our overall performance for council building management in 2010/2011 was the same as in 2009/2010.

The percentage of buildings from which the council delivers services that are suitable for, and accessible to, disabled people, was lower in 2010/2011 than in 2009/2010 and 2008/2009.
The council is assessing accessibility to services in its buildings and making appropriate adaptations or alternative service delivery arrangements. The indicator is expected to show an improving trend over time as a higher proportion of the council's buildings are assessed and relevant adaptations are made.
Statutory Performance Indicator (B): The proportion of operational accommodation that is in a satisfactory condition and suitable for its current use.

What factors influenced our performance?
A higher proportion of buildings that are subject to planning or physical restrictions as to what adaptations are possible will affect the number and percentage of buildings from which the council delivers services that are suitable for, and accessible to, disabled people.
The extent to which the council is constrained by the use of listed buildings where possible modification is limited and variations in the assessment process.
