John Rooney - Director of Education and Leisure Services
It is the Director of Education and Leisure’s main responsibility to provide leadership, vision and direction in the provision of education and leisure services to the communities of Renfrewshire.
He also provides advice to the Council, develops policy, and makes sure that the Council fulfils its responsibilities to provide education and leisure services to the highest standards.
Responsibilities include the management of:
- primary, secondary and special schools and pre-5 establishments
- community learning services
- arts, culture, leisure and library services
It is also his role to make sure that education and leisure services make a significant contribution to the Council’s broader policies on poverty, employment and other significant local issues. The preparation, distribution and monitoring of a large budget for education and leisure services is an essential part of the job as is the management of nearly 4000 employees.
The department is organised into three divisions:
Stephen McKenzie - Head of Children's Services
The Head of Children’s Services has a responsibility for improving and developing education and leisure services for children and young people. This role includes:
- developing and implementing plans for raising achievement
- curriculum development and improvement
- the development of a policy framework for education
- managing a range of services aimed at support learning

Liz Jamieson - Head of Planning and Community Services
The Head of Planning and Community Services is responsible for strategic planning and performance management for the education and leisure services department and for the management of the following services:
- planning and performance
- community learning
- culture and arts
- sports
- health
- libraries and museums
Other responsibilities involve making sure that service delivery is consistent with council policy and meets the needs of individuals and communities.
The Head of Planning and Community Services also has responsibilities for community regeneration and carries out this role in partnership with a number of other organisations including the leisure trust, careers service and business and voluntary sectors.

Robert Naylor - Head of Resource Services
The Head of Resource Services is responsible for the management of a wide range of services for the education and leisure services department, including:
- finance
- personnel
- property
- administrative support services
His responsibilities also include the administration of maintenance allowance applications, admission and placing requests and applications seeking external funding for schools and libraries. The Head of Resource Services also oversees the commissioning and monitoring of a range of support services for schools including:
- transport
- property and grounds maintenance
- information technology
- catering
- security
- janitorial services
