What is measured?
Indicators (A) detail the council's performance in repairing street light failures. The actual repair work is often carried out by a contractor or Regional Electricity Company, and in such cases it is the contractor's performance which is, in part, being measured. However, it is the council's responsibility, as the client, to ensure that the contractor's or REC's performance is satisfactory.
Indicator (B) below shows the percentage of the road network that should be considered for maintenance treatment. Consider for maintenance treatment means that there is likely to be some defect in the condition of the road, but the council will need to carry out further detailed investigation and plan its programme having considered other factors including the impact on spending provision, user delays and safety concerns.

Our overall performance for roads and lighting has improved between 2009/2010 and 2010/2011.

What factors influenced our performance?
The condition of roads and hence the proportion of the network that will need to be considered for maintenance treatment, is affected by budgetary constraints, traffic flows/ usage and weather patterns.
