In March 2009, eight local authorities, including Renfrewshire, commissioned Sir John Arbuthnott to carry out a review of the potential for providing shared services through joint working across the Clyde Valley Community Planning Partnership.

His report identifies possibilities for integrated working in health and community care, waste management, roads maintenance, property and fleet management, workforce planning, and some aspects of education services.
