For the purpose of applying for a Blue Badge, these are the definitions of inability to walk.

Unable to take a step as a result of a permanent and substantial disability. Or for a temporary badge, unable to take a step as a result of a temporary and substantial disability which will last for at least 12 months.
Unable to walk very far without experiencing severe difficulty as a result of a permanent and substantial disability. Or for a temporary badge, unable to walk very far without experiencing severe difficulty as a result of a result of a temporary and substantial disability which will last for at least 12 months.
