The Royal Ordnance Factory (ROF) is located to the south west of Bishopton village. For the past century the site has been used for the production of munitions. The owners of the site, BAE Systems, have prepared proposals to redevelop the factory.

The site covers some 960 hectares. It has been used for the production of munitions for almost a century. During this time different parts of the site have been developed and used to different levels of intensity. As a result, parts of the site are now affected by the risk of contamination. Other parts of the site remain rural in nature with several areas of mature woodland within the grounds. BAE Systems, the owners of the site, announced their intention to cease manufacturing at the plant in December 1999. Since that time, the future of the site has been considered by a number of organisations and public bodies: The ROF Bishopton site is identified in the Structure Plan 2006 as a Community Growth Area. The Structure Plan was submitted to the Scottish Ministers for their approval in April 2006. In April /May 2007 the Scottish Government held an Examination in Public to gain further information on contamination and remediation, and transport issues affecting the ROF site. After considering the report on the Examination in Public, the Scottish Ministers have approved the structure subject to a number of modifications. The plan became operational on 25 April 2008. The concerns of the local community
The consultation carried out as part of the Structure Plan preparation process showed that there is a very strong concern in the local community over the development proposals and a desire to have easy access to the documents submitted as part of any planning applications for the site. Given the nature of the proposed development, many documents submitted are likely to be very large and difficult to reproduce. The director of planning and transport undertook to try to get information made available in electronic format and to use the council’s website to give access to relevant documents.

Confidentiality
It is council policy not to release letters making comments on planning applications before the report on the application is made publicly available. This is done to provide confidentiality for those making comments. Letters are made publicly available three days before the meeting of the Planning and Development Board which decides on the applications. On this date all comments are available for public inspection at the council offices. However under the Freedom of Information Act, anyone can require to have access to these documents at any time. Copies of the comments received from the general public will therefore not be made available on this website.

Make a comment on the applications
Statutory procedures prevent the council from determining an application accompanied by an environmental assessment within 28 days of neighbour notifications being issued or 4 weeks from the date on which a notice that the application has been received was published in the press (whichever is the later). In practice, and having regard to the scale and nature of the applications, representations will be considered for a longer period. Please refer to the text headed 'Commenting on this application' beneath the respective application documents for further information on time periods for submitting representations. If you want to make a representation it is recommended that you do so within these timescales. If you delay, you may miss your opportunity of having your representation considered as it cannot be guaranteed that comments received later than these dates can be accommodated.

You can comment on applications, whether as a supporter or an objector. In order for any comments to be taken into account, the council must know the name and postal address of the person making the comments and the reference number of the application to which they refer. Special note should be taken that this information is included in emails sent to the department. Individual letters of acknowledgement will be issued where representations are posted individually to the council. All other representations will be acknowledged by means of a press advert, on the council website or other means as may be considered appropriate to the circumstances prevailing. Notification of the outcome of the application will be made on a similar basis. The decision will be also be made available on this website.

Please note that the council will not enter into correspondence or verbal discussion regarding representations but the substance of the issues raised will be summarised in any report on the application submitted to the Planning and Development Policy Board. The issues raised by the representations will be fully considered and taken into account by the board in making its decision.
