The site covers some 960 hectares. It has been used for the production of munitions for almost a century. During this time different parts of the site have been developed and used to different levels of intensity. As a result, parts of the site are now affected by the risk of contamination. Other parts of the site remain rural in nature with several areas of mature woodland within the grounds. BAE Systems, the owners of the site, announced their intention to cease manufacturing at the plant in December 1999. Since that time, the future of the site has been considered by a number of organisations and public bodies:
- the former Scottish Executive set up a working group to investigate the possibility of redeveloping the site
- BAE Systems carried out a range of studies to support the redevelopment of the site
- the Glasgow and the Clyde Valley Joint Structure Plan has included policies covering the future development of the site. Further information on the Structure Plan is available on the Local Plan and Structure Plan page on this site and on the Glasgow and the Clyde Valley Joint Structure Plan website.

Appointment of consultants.
The council has appointed a number of consultants to provide technical advice and support in the processing of the planning applications.
- Dundas and Wilson, a major Scottish legal practice, have extensive experience in planning issues. They have been engaged by the council to negotiate planning agreements with the applicants for the development of the ROF site. These agreements will secure a range of facilities, infrastructure and services which will be needed if the council decide to approve the applications.
- Faber Maunsell have been engaged to help the council to consider the roads and transportation implications of the development. Faber Maunsell is a large multidisciplinary consultant with particular expertise in transportation.
- The council has appointed Atkins who are a major multidisciplinary consultancy with extensive experience in the treatment of contaminated land, to help the council‘s environmental services department to assess the planning applications. They will provide technical and specialist advice on contamination and remediation.
The concerns of the local community
The consultation carried out as part of the Structure Plan preparation process showed that there is a very strong concern in the local community over the development proposals and a desire to have easy access to the documents submitted as part of any planning applications for the site. Given the nature of the proposed development, many documents submitted are likely to be very large and difficult to reproduce. The director of planning and transport undertook to try to get information made available in electronic format and to use the council’s website to give access to relevant documents.
