You need permission from the council, as roads authority, to place or maintain objects on, under or over a road. There is also a range of legal requirements for connecting to a public road, driving animals, discharging water or mud and for many other restrictions.
Below is a table showing various activities that you need the council's permission for. The right hand column shows whether the law applies to public and/or private roads.

| Fencing off the road for building works | public or private |
| Depositing anything on the road | public or private |
| Placing apparatus in a road, such as a sewer connection at a new house | public or private |
| Closing a road, for example, for a street party or community event | public or private |
| Creating a new access across a footway - a 'vehicle crossover' | public |
| Depositing a skip | public or private |
| Placing wires, beams or cables over a road, such as wires to carry bunting for an event | public or private |
| Placing, painting or fixing a sign, notice or picture | public or private |
| Lighting a fire which can damage a road or endanger users | public or private |
| Displaying goods on a footway, such as outdoor shops | public or private |
