Scotland Excel was launched in April 2008 as the flagship Centre of Procurement Expertise for Local Authorities in Scotland. The organisation was set up with a remit to deliver Best Value public services by securing cost reductions, improving best practice procurement capacity and capability, and creating a forum and communication medium for positive engagement with suppliers.
With the main office in Paisley, and supported by our regional offices around Scotland in Aberdeen, Edinburgh and Inverness, our aim is to work innovatively to deliver savings to our member councils and other partner organisations. Our collaborative approach to contract strategy is at the hub of our drive to develop and manage appropriate, and cost effective sectoral contracts, whilst assisting in the production of cross-sectoral contracts at national level and at local sectoral level.
Through close interaction with our stakeholder groups, we intend to achieve our vision of being recognised, respected and trusted by local authorities and suppliers as the leading procurement organisation in Scotland.

The Authorities Buying Consortium Joint Committee was dissolved with effect from 31st March, 2008. Scotland Excel a new procurement organisation was launched on 1 April, 2008, dedicated to serve all local authorities and related organisations across Scotland.
