Renfrewshire Council has approved a number of procedures to comply with its legal obligation to manage council business properly.

Like all local authorities, the council can only do what the law allows it to do. The council has delegated powers to the various boards, to the chief executive, to directors and to other officers. This process avoids all decisions having to be taken by the council itself. Only a number of powers have been reserved to the council. This Scheme of Delegated Functions details what powers have been delegated and how these delegated powers are exercised.

This part sets out the delegations that have been agreed by the council and explain how these delegations are expected to be exercised.

Terms of Reference (pdf - 175KB)
The Terms of Reference explain how strategic leadership is provided for the council and make sure that there is consistency across the council's policy objectives.

The Provost and Depute Provost (pdf - 18KB)
This part authorises the provost and depute provost to carry out visits within Renfrewshire and Scotland in terms of their duties of office.

Statutory Appointment of Officers (pdf - 52KB)
These regulate how the council appoint officers for a variety of statutory functions.

Powers Delegated to officers (pdf - 466KB)
These regulate the exercise of powers delegated to officers.

Procedural Standing Orders (pdf - 31KB)
These regulate the proceedings and business of the council and its boards.

Standing Orders Relating to Contracts (pdf - 96KB)
These regulate how the council administers its contracts for the supply of goods and services, for building and for other works.

Financial Regulations (pdf - 256KB)
These regulate how the financial affairs of the council are administered and detail responsibilities of the boards and relevant officers.
