The Scottish Government offers a grant to fit insulation in private-sector homes where the owners or tenants receive qualifying benefits. The Warm Deal Grant is managed by Scottish Gas.
The Government also provides a central heating systems grant for private-sector homeowners and tenants who are elderly and receive qualifying benefits. The Central Heating Programme is managed by Scottish Gas.
The Warm Deal Grant
This grant provides insulation measures and energy advice to make your home warmer and drier. It helps to reduce your fuel bills by making your home more energy-efficient.
To qualify for the Warm Deal Grant, you must own your own home outright or with a mortgage, or have a tenancy agreement with a private sector landlord and receive qualifying benefits. Or, if you’re over 60 and do not receive qualifying benefits, you may be eligible to receive a 25% grant, up to £125.
The grant provides the following:
- cavity-wall insulation
- insulation in lofts, pipes, and hot and cold tanks
- draughtproofing
- energy advice – on heating controls, fuel bills, energy-saving

Central Heating Programme
The Central Heating Programme provides heating and insulation measures, safety devices and energy advice.
If you or your partner are between 60 to 79 years old and receive Pension Credit (Guarantee Element); or you or your partner are aged 80 or over and are a homeowner, or tenant of a private-sector landlord you may be entitled to help if your central heating system:
- has broken down, or
- is not working properly, or
- have a partial central heating system, or
- do not have a central heating system.
To take part in the programme, the following conditions apply:
- the house must be your only or main home
- you must have lived in your home for at least one year before you apply and plan to continue to live at the house for at least a year after the work is completed
- the house must not have a closing or demolition order against it
- you must not have applied for any other grant for the same work
- you must agree to have the insulation installed, where it is possible to do so
The Central Heating Programme covers the following:
- the fitting or repair of central heating system
- loft insulation
- cavity-wall insulation
- safety devices: carbon-monoxide detector, smoke detectors, cold alarm
- energy advice
- optional benefit entitlement check
The Central Heating Programme has a maximum grant of £3,500.
