The Housing (Scotland) Act 2001 requires all housing authorities to prepare a Local Housing Strategy to:
- Assess the housing needs of its area (both the privately-owned and rented sectors); and
- Outline plans to address those needs over a five year period.
Renfrewshire's Housing Strategy 2004-2009 was launched in May 2004. This is the first annual update of the strategy.

The update's purpose is to:
- Review progress in 2004/05 in meeting the objectives and actions set out in the action plan;
- Highlight achievements;
- Take account of policy changes which impact on the Housing Strategy; and
- Update and amend the action plan
