If you are a council tenant with a problem neighbour, or if you are not a council tenant but wish to complain about someone who is, you should report any incidents to your local Neighbourhood Office first.
If you are the tenant of another landlord, or if you wish to complain about the tenant of another landlord, you should make contact with that landlord.
Other residents should report any incidents to the Police, Environmental Services or Social Work. If these agencies are not able to sort out the problem, they will refer the case directly to our specialist Antisocial Investigations Team (ASIST).
Our Neighbourhood Office staff will:
- record all allegations of antisocial behaviour involving council tenants; and
- pass any complaint to ASIST within 24 hours, if it involves violence or a serious threat of violence or racial harassment;
Neighbourhood Office staff will act within the following timescales if the complaint is less serious:
If Neighbourhood Office staff receive further similar complaints within three months of issuing a written warning, they will:
- pass the case to ASIST within 24 hours for further action by them; and
- keep you informed of progress at each stage in this process.
When a case is passed to ASIST, investigators will act within the following time scales:
Complaints against neighbours
Complaints against youths
ASIST will also:
- take appropriate court action, as necessary, to prevent further incidents or to end the tenancy of an antisocial neighbour;
- offer you ‘out-of-hours’ support, where appropriate; and
- respond to any ‘out-of-hours’ calls within one hour.
