In terms of the Freedom of Information (Scotland) Act 2002, all Scottish public authorities must prepare and maintain a 'publication scheme'. 

A publication scheme must:

• specify the classes of information which each authority publishes,or intends to publish
• specify how the information is published,or how it intends to do so
• indicate whether the information is provided to the public free of charge or for payment.
